"Plan" put forward to 2015, built a number of efficient operation, large-scale, modern cross-regional chain logistics distribution center, cultivate core enterprise group with strong ability to integrate resources and international competitiveness, the core technology of cold chain logistics will be widely promoted and initially built a rational layout, advanced facilities and equipment, supporting downstream convergence, functional, operational management practices, technical standards and improve agricultural cold chain logistics service system. "Plan" put forward to further improve the level of meat and aquatic products cold chain logistics, enhance food security capabilities. 2015 of fruits and vegetables, meat, aquatic products cold chain circulation rate were 20%, 30%, 36%, refrigerated transport rates were increased to 30%, 50%, about 65%, the circulation of goods and corrosion damage rates drop to 15%, 8%, 10% or less.

"Planning" also requires the central and local governments should strengthen coordination and improve policies, integration of resources, increase investment, encourage innovation, personnel training, strengthening laws and regulations to support the healthy development of cold chain logistics of agricultural products.
